This fact sheet – one of three launched by Harm Reduction International, Human Rights Watch and the Open Society Institute – describes ten main ways that the international drug control policies agreed at the Commission on Narcotic Drugs (CND) have a profound impact on the human rights of people who use drugs. The fact sheet concludes that promoting and protecting human rights must be a core aim of drug policy.
